...To see how all of this works, consider what happens if you transmit a voice signal using SSB. If you plug a microphone into the rig and transmit a CQ on USB SSB with your rig tuned to, say, 14,300,000Hz, the signal your rig generates isn't at 14,300,000Hz. In fact, you're not transmitting a single frequency, but rather a range of frequencies that correspond to the frequency components of your voice. If, as is typical, the microphone picks up voice frequencies between 500Hz and 2500Hz, your rig, when set to USB, will transmit signals in the range 14,300,000Hz + (500 to 2500)Hz, or 14,300,500Hz to 14,302,500Hz. Note that there's no signal at the "carrier" frequency of 14,300,000Hz, because in SSB transmission the carrier is suppressed (well, actually, there's a bit of a signal there, because your rig isn't perfect).
Something similar happens when you tune your rig to 14,070,000Hz and feed it a PSK31 audio signal at about 1000Hz: your rig transmits an approximately 30Hz-wide signal at 14,071,000Hz. Similarly, if you move the signal position to 1,500Hz on the waterfall, you'll transmit a 30-Hz-wide signal at 14,071,500Hz. The fact that you transmit at a frequency that's the sum of the rig's dial frequency plus the audio frequency is what allows you to tune the rig to different frequencies within an approximately 2,500Hz band without touching the rig's frequency dial.
